The International Telecommunication Union (ITU) provides a forum for the coordination of radio communication services and radio frequency allocations on an international scale. ITU documents called “Recommendations” are fundamental to the operation and verification of today’s information and communication technologies (ICTs). Hundreds of ITU recommendations and reports provide their operators' guidance that enables local and global systems to work together – systems such as internet access, transport protocols, voice and video compression, home networking, and many more aspects of ICTs. ITU is responsible for 3 main areas, including allocating radio frequencies and managing satellite orbit and access technologies (ITU-R), developing telecommunication standards (ITU-T), and supporting development efforts to improve global access to ICTs.

Spectrum allocation is becoming more and more complicated for a variety of reasons. The increased demand for new and expanded wireless services is growing in every part of the world today. Government users are transferring more and more of their spectrum for commercial services. Ministry of Defense spectrum is often reallocated to other agencies and auctioned off for commercial applications in need of more spectrum. In today’s environment, new spectrum is consumed as quickly as it becomes available.
